China's water rights trading system is becoming mature, but its pricing as the key issue has not yet a rational standard. This paper, aiming at providing theoretical basis for reforming China's water rights trading price and at exploring an appropriate price and at researching the possible issues in water rights trading market, selects Murry-Darling stream water rights trading data during July 2008 to July 2019 to establish a transferred bi-district and tri\|lagging Markov model, which is used to study the fluctuated water rights trading price at different districts in Murry-Darling region. There are two statuses in water rights trading price, highly and lowly fluctuated,with almost same duration. Fluctuation of price is of inertance, not only subject to the changes of natural conditions, but also closely related to Australia's policies. Predicted water rights trading price by MS-VAR model offers references for the both trading sides and for government to make decision. This paper presents suggestions on establishing a sound alerting system for water rights trading price to guarantee rational water rights trading price.

This paper studies the temporal-spatial measurement of structural rationalization and optimized level amid industrial transformation in 35 cities in northeastern China in 2000 to 2017, and uses panel regression to analyze the threshold and quantity of environmental regulations and resource occurrences on structural rationalization and advanced level. The result shows an unequivocal threshold effect on either that environmental regulations are positive to industrial structural transformation under low resource occurrence, trending to be negative if resource occurrence level rises. Resource dependency can promote structural rationalization and optimized development. This paper, aiming at temporal phasing, spatial variance and factors during industrial transformation in northeastern China, suggests on intensifying classified exertion of environmental regulations according to its resource path, and fulfilling governmental administration, openness and technical innovation.

This paper uses cloud material unit to evaluate the risks in oversea mining investment management, which can convert effectively qualitative index to quantitative one without losing fuzzy. This paper, based on identification of investment factors, sets up risks evaluation index system, and constructs cloud material unit model to evaluate the risks with exemplifying internal A Steel group and South Africa B companys Chrome mine project, concludes that the risks are low in finance and external construction, relatively low in culture cross, intangible assets, geological resources and mining conditions, normal in politics. The general risk is rated to be low for this project.

This paper selects Zhoushan's economic system to study its vulnerability and establishes an assessment index system from its sensitivity and response capacity,which employs entropy to give weights to each index.It uses TOPSIS to construct two modes in assessing vulnerability and barrier degree.The models are applied to analyze the evolution of Zhoushan‘s economical vulnerability and its influencing factors,with results showing arising vulnerability.The sensitivity prevails to its economical vulnerability.The main influencing factors lie in the contribution of the first industry in GDP,unit GPD energy consumption and dependence on foreign trade.The last two are the biggest barriers in reducing zhoushan’s economic vulnerability.

Qinshui basin hosts marine-continental facies in the North China Craton, ranks top in coal-bed methane exploration and development in China. This paper, based on its total content of organic carbon (TOC), orgianic maturity, minerals, fissures, porosity, permeability and gas content, concludes that Qinshui basin, although thin in single shale-mud bed of marine-continental facies, hosts a good gas reservoir-forming condition from its high organic maturity at gas generation bloom, especially high content of brittle minerals which can easily form natural fissures and inducing cracks by external forces, favorable for latter extracting. It’s practical to extract shale gas and coal-bed methane together. This paper gives an outlook for Qinshui basin’s shale gas resources.
